I'm not too fond of most chrome wheels. I assume that you are referring to all shiny wheels. There are different types though.
The true chrome wheels, are made of steel and are chrome plated. These are cheap, and will eventually begin to rust out, starting around the hub of the wheel, (the center part) where the lugs hold it in place. The reason for this, is because when the wheel is bolted in place, the lug nuts abraid the surrounding crome, after the wheel has been removed a few times, and reinstalled, the crome coating is worn down to bare steel, and the rust sets in.
Polished aluminum, on the other hand, is almost as reflective as crome, will never rust, and is easier to maintain, although it does cost substantially more. And aren't those new, old style torque thrust 2's awesome!? Patterned after the old, old, old original Torque Thrust D's, by American Racing.

I have seen SPINNING chrome wheels on a Plymouth reliant K car. Hilarious, but you gotta wonder what people's priorities are

I think it depends on the style of wheel and what type of car it is on.
Not all chrome wheels are shinny and spinny and tacky looking.

i think it depends on the cars!
if you have a crappy car! with big alloys on with sport lights and a big exhaust tht looks rubbish!
but on a newer car with smaller wheels it looks real sexy and cool!
