If your on at at least level 4 or 5 then you can answer all the questions you want.

I guess they feel you shouldn't be able to get up in levels until have been a member for a certain period of time. (I am pretty much as clueless as you are on that one)
Once you get to level 5 though you can answer unlimited questions.

I had the same problem I think it is so that everyone gets a chance to answer the questions.

you can answer 20 questions if your on level one
40 questions if level two etc. etc.,
it is annoying when your on a roll and then suddenly, you have reached your daily limit

because some people have work and other lives, so they are unable to answer questions all day like other people. Therefor it gives you all the same chances

I guess Yahoo! Answers doesn't want you to answer too many questions.Maybe because you are new they don't want you answering every single question there is.Who knows with Yahoo! Answers what there reasons are.

Your levels determine how many questions you can answer...I have over 10,000 points and I have no limits to answer questions. Not that I am bragging. hee hee

It's to keep you coming back for more. And the more points you accumulate, the higher your level gets and the more privilages you are given.
