People say Ten-Seventy-One. That is the normal usage.

But with the new century we tend to say two-thousand and six. We can't seem to make up our minds.

Never ten seventy one. It would have to be read as "in the year one thousand seventy one a.d."

Probably most common would be the "ten seventy one"
