I would think most septic systems have to be registered with a state, county or city authority. I would assume that information has to be available to the general public.

Look for areas which are not serviced by city water. There are usually whole small towns (country towns, far outlying suburbs)that don't have city water, and each house has its own well and septic system. I live in a town with a population of 2500 that is exactly like that.
If I were trying to market such a business in my town, I'd place an ad in our teensy tiny town newspaper, and I'd put my company name and phone number along with a catchy slogan on my service van. I would probably go as far as to do a mass mailing to all local residents with a small percentage off coupon for customers...you can get together with the post office on that, they'd give a reduced rate for mass mailings in an area.

I would send information and contact local residential home builders for the Installation services. Servicing existing homes in your area I would place an add in local papers. Setup an internet website! Place a sign near main roads or intersections with traffic lights. Walk up to houses with information touting your services and introduce yourself (look clean and presentable). Place a small sign on the bulletin board in churches and supermarkets. Place an ad on the local cable television (my area has channel 2 setup for information pertaining to my town only). Contact the post office and arrange a mailer to go out to all residents of a particular area.

Place ads in the Pennysaver or similar free weekly paper. Check with the city to find areas not yet serviced with city sewer. Also check with Building and Zoning Dept. for septic transition to city sewer system. Offer a 5% discount to customers for referring a friend(s).

Do mailings in areas that you know are on septic systems. Get into a coupon book and offer a 15% discount for 1st time customers.
