water is the product of combustion reactions. the product of a combustion reaction cannot be a reactant. water reacts with plenty of things, such as group 1 and 2 metals, but that is not combustion.

putting dry ice in a water bottle and the ensuing explosion is not combustion. it is work being done by the sublimation of carbon dioxide

Take a 20oz bottle fill 1/4 of it with water, drop a piece of dry-ice inside, close the bottle and throw (do not shake), after awhile, the bottle will expand to the size of a 2 liter bottle then explode.

however if you use electrolysis, i.e. you separate water in its two components, H and O, using electricity, then if you later recombine them the O will happily attack the H i.e. make it burn - actually if you don't control the process there is so much enthusiasm in the reaction, that you get an explosion.

this is the reaction that typically drives high power sophisticated rocket engines, and that was driving the engines of the Saturn V that got people to the moon.

I suppose if you got it hot enough, the energy would cause the atoms to split apart into hydrogen and oxygen, which would definitely combust.

If you separate the hydrogen from the oxygen, they are combustible.
