Do you know what kind of a learner you are?
Sounds like you learn things better not just from seeing them (visually), but maybe by hearing things (auditory) or doing things (kinesthetic).
Does it help to read it out loud to yourself? Maybe some soft music playing in the background would help (something like a movie soundtrack that doesn't have words)....
Do you feel like your eyes just wander and you can't stay focused? Get up and walk around.....move while you read it.

Take notes. Use a 3 x 5 card as your book mark, and put down the names and a couple of words of identifier about the main characters so that you can sort them out. This is especially useful in reading mysteries.
As to comprehension, there's reading slower, so you actually read the sentence the way it would be spoken aloud. In fact, reading aloud is a great way to increase comprehension. There is also keeping a dictionary and thesaurus handy. I keep a thesaurus in addition to a dictionary, because sometimes the dictionary definition is itself pretty incomprehensible, but there's usually a few words in the thesaurus list of synonyms or antonyms that I know, and that pops the whole thing into perspective.
If you can read with someone else, so that you can discuss what you read, that helps a lot, too. Book clubs spring up around just that fact. It's also a fun thing to have such a club, and a great place to get to know members of the opposite sex in a non-threatening environment.

My way of reading:
First understand the (Q & A) well.
Now byheart the answer well.
Now try to write the answer without seeing.
Find out the mistakes you have commited.
Now read the same answer again and rewrite the answer without seeing. Iam sure the number of mistakes will be reduced. And by the third time you will not find any mistakes in your answer.
Practice doing this you defnitely improve. In the bigining you may find it difficult but it will be easier later.
Simultaneously you must maintain good health by taking healthy food and enough sleep. This will help you.
Always prefer early hours to read just after you getup from bed. This will help you to put more concentration in what you are doing.
I think if you follow the above suggestions, you will defnitely get very good result.

Hire a reading tutor like myself. They'll give you the skills necessary to visualize what you're reading which will help you with your comprehension.

Alot of it may just be you are not interested in what you are reading. Start with something that really catches your attention and move on from there. If you have to, take margin notes so you can always go back to summarize what you have read.
