The US outlawed imports from and exports to Cuba back around the Cuban missile crisis days. Therefore, it is still illegal to import Cuban cigars and anything else from Cuba into the US. It is also illegal to travel to Cuba directly from the US unless you have special permission.

They are illegal in the US (but nowhere else as far as I know) because the US has an import/export embargo on Cuba which it instituted when Castro came to power as a means of bringing down the communist regime.

The US imposed a trade embargo against Cube. Any attempt to trade goods (even cigars) with Cuba violates the embargo and federal law.
