He doesn't. If he was dry (as a sponge) he'd be all shrunken and withered. He's obviously full of water.

He doesn't, when Spongebob and Patrick were plucked from the sea in the movie by a human diver when he was looking for things to sell in his gift shop they both began to dry out and had to be be revived.
