There are NO best or worst Asian race/culture. Every culture is different and unique.
The only result in asking this type of question is you'll get a bunch of prejudicial answers from ignorant people, not to mention a bunch of pissed off Asians!

Japan is the most advanced in terms of humanitarian treatment of its citizens as well as the economy. I think the Burmese might be the least advanced Asian people in general, because they are still pretty pre-industrial. I saw footage on TV of some Burmese tribe that hadn't discovered the wheel yet. That's pretty damn primitive.
