Van Cortland park in the Bronx has some hills that are OK for boarding -- not great but, hey -- it is in NYC.
They used to have a rope-tow for skiing. Think that is a thing of the past, though.
The Great Gorge ski area is about on hour from the GW Bridge. Also not great but -- you really have to go up to Vermont for closest decent skiing to NYC.

No. If you want a good place to snowboard you have to go west. The mountains on the east coast are just hills. I would suggest anywhere in the Rocky Mts.

If you want something good the closest place would be in Vermont. Maybe Okemo, Killingotn, or one of those places.
