Glyposate (Roundup) would be my choice, grapes are particularly sensitive to it. An easy way to kill any shrub or tree permanently is to saw if off a the bottom of the trunk and paint the sawn part of the root section immediately with straight glyposate. (Don't leave it even for a few minutes)

Spray the leaves with a glyphosate herbicide, like Roundup. Don't cut the plants down for about a month.

Sptay with a non selective herbicide while there are still leaves on the vines.... when the leaves show signs that it has worked, cut back to the gound and you should be OK.

Get some weed killer and pour it onto the roots as if you were watering them. That will kill the whole plant.
