The answer is too many. However, except in the case of where the affair is somehow illegal, I don't think we have a right to know. There is a question of morality in our political leadership, but many otherwise fine upstanding people have affairs. Having an affair does not necessarily make you incapable of leading effectively. I do not agree with infidelity from anyone, but I understand that people are just human.
A short list: One democrat/one republican to be fair to both sides.

Robert F. Kennedy and his brother Ted Kennedy--but they weren't/aren't national leaders---only senators, or does that count? LOL

Almost all of them, you can't tell me Bush Sr wasn't having an affair have you seen Barbra. When you have beautiful women throwing themselves at you all day your almost always bound to slip up at least once.
