As usual many of these answers are dead wrong.
Special needs does not mean slow or retarded. It means that a student has a physical handicap that may interfere with their learning at the rate that would be normal. So, if you had really bad eyesight and needed to have notes or tests printed in larger type, then that would be a special need. Or if you had a nerve disorder that kept you from writing with a pen, and needed to have a computer to word process your essay questions, that would be special needs.
There are many different kinds of special needs that can be identified by a M.D, or other health or education professional. In the USA the schools are REQUIRED to provide help for these students to overcome whatever specific handicap they have, once a professional counselor has certified them as "special needs". The schools are NOT required to pass the kids or give them easier work, or anything like that. Special needs kids still have to do the equivalent amount of work to get a grade.

A child who has special needs is a child that has needs that the average child does not have. Some examples include; gifted, autism. add/adhd, physical and mental handicaps, plus many more. They need more help than the average student.

It means that a kid isn't developing as fast as his/her peers and they need extra attention or tutoring.
Or it can mean handicapped or mentally retarded people.
