it means you can use your present number even if you change your service provider.
for eg- your number is 9888812345 and service provider is Airtel.you are unhappy with his service,you want maybe Hutch but when you change to hutch you will not get the same number but another different number,which means you will have to inform all your contacts the new number.
but mobile number portability means your present number of 9888812345 will remain the same even if you change from Airtel to Hutch.
Thats what is mobile portability all about.Soon to be launched in India.

Mobile Number Portability is when you can change cell phone carriers and take your phone number to the new carrier. You don't have to be issued a new number from switching cell phone companies.

As the name suggests, you can keep the number even if you change the operator or the territory.. Like if you hold any number of Hutch, Idea or any other company you can keep the number with you by paying the dues and keep the number with you and choose an operator of your wish.
that is a wonder and absolutelt customer oriented scheme and is scheduled to exist soon in Indian market next year
