As a fable, it does not have to be set any particular place. After all, in what place do animals talk?
If it makes it easier for you to understand the story and the message of the author, then you can just assume that it takes place at a farm in central England. Or, if you are American, think of it taking place in the Midwest. Or rural France, Germany, Argentina, South Africa.
It's fantasy, so it doesn't matter.
