A hexagon is a regular six sided polygon.
Take one pair of compasses and draw a circle.
Keep the compasses set to the same size all through what follows.
Put the point of the compasses on the rim of the circle and swing the pencil out either side to measure the same distance around the rim. Then move the point of the compasses to where the pencil mark is, and mark the next point again til you've got 6 points. Then you can join up the six points for a hexagon.
The compasses measure the radius of the circle.

Take a ruler, draw a straight line however long you want. Then, measure an angle of 60 degrees and draw a line of the same length connecting to that first line. Keep going until you have 6 sides all the same length and each interior angle is 60 degrees.
You could also use a stencil.

Assuming you want to mark out a hexagon on a sheet of, say, wood and then cut it out:
Make an equilateral triangle with 3 equal length sticks, lay it down, mark one side, rotate it using another side as a base, mark the next side ... until back where you started.
There are many other ways.

360 / 6 = 60
so draw a circle of the appropriate radius. Draw 6 radii, 60 degrees apart. Then draw lines between each radius,circumference intersection.
Easy as Pi.
