This typically falls under the category of "Nuisance" or "Malicious" calls, so it's something for your service provider (and possibly the police) to deal with.

You've not identified your country or service provider, so here's a simple example from the UK. I searched on google for "vodafone and nuisance" and got to:

http://online.vodafone.co.uk/dispatch/Portal/appmanager/vodafone/wrp;wrpsessionid=FkBY0cJqdcTN21GJQBGv5t9Js2L66XLzVWHgTYQFGgMGJt5vgMTH!1431296407?_nfpb=true&_pageLabel=Page_BOS_MainContent&pageID=AV_0045

The page described why such calls aree illegal in this territory, and it's likely that there will be similar legal protection wherever you are.

This is not something you have to deal with on your own.
