It looks like it is comming from the electric meter wire connected to the house.

You need to caulk the outside of your house where the cable passes through the wall. If the water is inside the jacket of the cable, then it is getting into the top of the wire at the roofline. If this is the case, the wire needs to be replaced and you should call an electrician right away. This is a dangerous condition.

Call an electrician at once.
This could be very dangerous...water & electricity don't mix well. It could short out everything in your house and it would have to be completely rewired.

Call the electric company and try to talk them into fixing it.

Get a big tube of silicone sealant, and seal it. Quickly before it starts a fire. And since you posted this question online your insurance company won't pay up if there is a fire.
