For advertising, I'd use the Yellow Pages and certain sections in the newspaper. It depends on the product/service; some products might sell best with ads in the main section of the paper, others in the weekend section, and still others in the sports section.
In addition to those fairly long-term strategies, you might also have appropriate handouts, such as pens, pads, and other trinkets. Take your clients out to lunch occasionally -- everyone likes a free lunch.
