Some people just don't like rides. I know plenty of people who go for the food, exhibits, shopping and entertainment. Also, when else can you get a funnel cake, corn dog, shaved ice, and deep fried snickers at the same place? ;)

The rides at the Wisconsin State Fair were quite packed the whole time I was there. Early in the day, and at night were more packed then during the middle of the day. The Freak Out (ride) line had to be around 30-40 minutes. It was freaking huge. This is partly because it only take 16 people. Seriously, about every ride had people on them.
Food is good, and you can't really find all that food in one place. Carnivals go everywhere even though I don't really agree that people don't care for the carnivals at fairs.

Most fair rides are lame. Many of them are unsafe and unappealing. Most spin around and do little more than get you dizzy. If we wanted to go somewhere for the rides, we'd go to Six Flags.
The food available at fairs are always extremely tasty.
And though it's not healthy, most fair foods have good childhood memories attached to the flavors and smells. Think of funnel cake. That's a smell that sticks in your head that brings about good feelings for many people.

If you're an adult all of the rides for the most part you rode when you were younger. They're still the same and for many it's a fond memory. It's not that same when you're older unless you're there with someone. If you're there with your kid, on a date it's in good fun. The exotic food always attracts people though and stuff you don't normally get other than at a fair.

Wouldn't you guess that some eat when they are hungry and some eat just for the pleasure of it? Also, wouldn't you guess that some people don't like going on the rides, but they enjoy seeing the sights, walking around, and the food? This seems pretty obvious.

This is not really a good question but...
Some (not very many) people go to carnivals to enjoy certain foods that just can't or are hard to find elsewhere. These foods include Corn dogs, Cotton Candy, and Funnel Cakes. Note that these may vary.

because the food is so tasty that you eat too much, and then you can't go on the rides cuz you might barf.
fair rides also look extremely unsafe because of their temporary nature. if food goes wrong, you'll end up with a stomachache, but if a ride goes wrong? that's a broken bone or a concussion.

because the food is the good part... most fair rides are dangerous or just plain STUPID!! they only reason i can find to go to the fair is talk to people i haven't seen in a while or get a big fat Italian sausage!!

I don't know. Amusement parks have the best funnel cake. Sometimes I go for that, but I would still get on the rides.
