Because the government was socialist. Communist go by this. The government must first be socialist but after hundreds of years it will evolve into Communism as each generations loses its culture, religion, greed and identity. Communism is when there is no more government and everyone is suppose to work together in harmony and money no longer exist, but no communist and Marx ever figured out how an actual communist society would be, just guesses

It was a form of Socialism, not true communism. The Union of Soviet Socialist Republics, I believe.
True communism might be lovely, but not for real life human beings on this earth!

The USSR was the Union of Soviet Socialist Republics, but that's just a name. It was what it was. The other word "communism" is more the Western world's derogatory term for their government.
