A declarative sentence is a statement of something that has or must be done. It follows opinion or fact.

It you pick up that book I will turn off the TV. That is a declaration.

Declarative: I am going to have my house painted.

Proposition: If you paint my house for me I will buy you a new car.

In short: A Declarative is a statement that makes a statement of something planned or already.

A Proposition is a statement that offers some sort of a trade.

A declarative sentence is a statement. You are declaring something. A proposition is proposing something ( not in the form of a question).
