Yes, it's TIFF format. No, it does not have TIFF quality.
JPEG files are called lossy, meaning information (like exact color for each pixel) is lost when they are created. Making TIFF files from JPEG files simply makes a larger file size copy of the approximations of JPEG.
Here's one way to see the point.
Suppose the original picture was ********8******8****>>>>>>
TIFF in your camera would save ********8******8****>>>>>>
JPEG might save (20)*(6)> [The "8" information is gone]
Converting that JPEG to TIFF would save *********************>>>>>> It's TIFF, but the "8" information can never be recovered.

Yes, as long as you're not just changing the extension, then it will be a genuine TIFF. However, the reason some cameras use TIFF is because it allows higher quality photos and the file sizes are bigger. Converting a JPEG to a TIFF won't make the photo any higher in quality - only in file-size. There's just no reason I can see for you to convert to TIFF unless you have some application that requires that format to view or use the image. Otherwise there's no benefit at all.

although the extension might be .TIFF it does NOT convert to genuine TIFF file..
dont believe me? try this.. run an OCR check on this converted file and on a REAL .TIFF file that contain some easily readible text.. the REAL .tiff gets an instant OCR done while it fails on the converted .TIFF file..

no it is not genuine because tiff is raw no compression, jpeg is compressed so when you save a jpeg as a tiff it is not compressing it, but the problem is that it has already been compressed

Yes it should be. The only think this will do is make the file size bigger tho. Doing this will offer no improvement.
