how do i get my scooter to be california legal?

i bought a scooter from ebay and they lied to me and said it was california legal and when i went to register it i could not. what do i need to do to make it compliant with the california emission control laws?

Get a smog test, they will tell you what needs to be changed to pass. Check with DMV they specify what you need to do if you don't pass smog test, they also set limits on cost of repairs.
