Usually you can if the oil paint was well-sanded & the latex is adhering good. But it is best to test a small area first. I know someone who recently tried this, and the latex paint bubbled up in places. She scraped & sanded the latex off(and some of the oil). But an alternative might be the application of a good primer-- I'd guess that a latex primer like Kilz 2 or Zinnser Bullseye 1-2-3 would be best. And again, try this in small area first.

ok, latex over oil...isn't the latex peeling off in sheets? this is what happens. latex will not stick to an oil base paint and any little nick causes the latex to peel off in strips. unfortunately with all this going on you can not paint over the offending latex with an oil base paint...you must remove the latex. this is not an easy procedure..it must be peeled off. sometimes a light sanding will do the job...other times you have to score it with a chisel or putty knife and just peel it off and then sand down your surface and repaint...with anything...the latex could have been put over the oil if the oil had been sanded first...

Yes, you can paint oil over latex. Latex is water based so you can do it. I'm surprised that you were even able to paint latex over oil the first time... But I recommend primer first, before painting.

SAND, SAND, SAND, prime then paint - and still good luck. It will still scrape off no matter how careful you are.
