In Comparison to Temping (Temporary staffing) I understand that permanent staffing would be more of Recruitment services provided by a consultant to his/her clients whereby the candidates are placed on Clients payrolls.

Basically, I would like to know what exactly do we mean by Permanent Staffing in relation to an HR Consulting firm.

When a company referring itself as a permanent staffing [consulting] firm, that mean the company is in the business of help find permanent employees for their client companies.

HR means that the permanent staffing firm is specialized in finding and placing Human Resource Professionals.

The fee for permanent staffing firm is collected 30-90 days after a successful placement based on a percentage of the employee annual salary.

A temporary staffing firm is a company who place temporary/hourly workers for their client companies. The fee is usually based on a percentage of their billable hourly rate.

Opposite of temporary staffing which is a contract between the employer and the staffing agency for a set period of time.

Permanent...that is, placing a person into a regular/normal position with a company. Expecting that that person will work for that company henceforth until that person and/or the company sever the employment arrangement.

Its a term which effectively means "job for life" and would be unusual to find outside Civil Service or VERY large and safe companies such as banks, utilities.

It also is VERY likely to have a pension at the end of the working term

It just means it is a full time regular employee job with benefits (as opposed to a contractor, or a short-term position).

There is really no such thing as "permanent", everyone can be replaced. However, it usually refers to full time employment with benefits.
