are bit Torrents illegal and why arent they shutdown?

the thing is that THEY aren't illegal. It is whoever is sharing that is violating copyrights. but the share program itself is just a means to do that. They themselves are not responsable for whatever any particular person using their program does.

The program is legal but once you share copyrighted materials like music, movies etc without permission then you're doing something illegal.

They are not illegal, that is why they are not shut down.
