Some broadband connections are actually shared by others in your neighborhood. For instance, we have Comcast and so does every one else in our military housing area. Although we are supposed to have 8megs we have much much less when people are home in the evening and online. The cable guy confirmed - erm more like admitted this and it feels like a rip off.

If you normally sit around 8, have you tried resetting your modem? Just unplug it, wait about 30 seconds and then plug it back in. Most modem issues can be remedied this way. You can also right-click on your connection icon (the two little computers down by the clock) and select repair.

even if you have a 8 meg line, the server may only give you around 30 or 50 kilobyte of downloading speed. you may find servers allowing more than 1.5-2 megabyte, but mot very often.

The 8 Mb kick *** when you're dowloading from multiple sources, each at max speed, adding up until the speed limit.
test sigle file download/upload http://www.adslguide.org/tools/speedtest.asp

The speed depends on a few factors, how upto date your telephone exchange is, how far away you are from your telephone exchange , and what type of cable is used as your phone line.
Also are you using an extention? if so try and make sure its less than 5 meters long (and no longer than 10 meters) as this makes a serious difference to your speed.

you cant try these simple steps:
1. Open IE browser>tools>Internet options>delete cache and cookies>
2. check for proxy servers
3. the modem should not be on a carpeted floor
4. it should be at least 2 to 3 ft away from any electronic device
5. check if your firewall and the anti-virus is on; try to disable that for the meantime
