Obviously, yes. But there is very little chance of it actually occuring without being found out.
1. This is the government we're talking about - about the least efficient and least competent group to pull anything off, especially pulling it off quietly.
2. There has never been any type of large conspiracy known by many people that does not get leaked, especially in today's world.
3. The wide availability of data and facts via the internet generally provides direct evidence against kooky conspiracy theories, like the ones in "Loose Brains.. uh Change".
So, in general, these things conspire against the believability of a modern day conspiracy theory.

We already know about the thousands of civilians that our government has murdered in an illegal war in Iraq and a lot of people still think it was a just thing to do.
