You should build your confidence and do it yourself. Why pay someone else. You need to find out the ins and outs of getting your business license if you don't already have it, and insurance of course. You can come up with a great packaging concept and do this all yourself. You will need to probably give away first, but you can target small businesses who can give these as gifts to their clients. Try real estate agencies, beauty salons, etc. Do it yourself....Business is expensive, you need not pay someone else to do something you can learn to do yourself.

Ok. It might be expensive to get a salesman as they'll want a basic plus commission. PR and marketing agencies might cost a lot of money upfront and it's not a guarantee that your sales will increase.
Best way to sell a lot of chocolates without selling direct to many consumers is to get distributors or retailers to sell them. Thing is, you have to convince the distributor or retailer to stock them.
First thing to do is make a list of possible distributors or retailers. Find the names of the buyers, and then contact them.
If you can't face going to appointments or cold calling, post them your chocolate in very professional branded packaging with an introductory letter with all your details and business website address.
Follow up with a phone call to see if they've received it. If you have problems with follow up calls or with finding the names of the buyers because you don't like cold calling, hire a telesales agency purely for this promotion. e.g. www.re-direct.co.uk
I run a promotional products business and I buy my chocolates from 2 different suppliers. They promote themselves at trade exhibitions which I go to and test their chocolate. If you're really shy, consider setting up a stand at an exhibition and hiring students for that day to run the stand.
Most buyers prefer to buy over the phone or face to face initially. If you really can't do this, you can show the chocolates are the best through a trade show, and then run your orders through emails as long as you prove you are extremely responsive when someone emails you with an order.

What you need to do is promote yourself as well as your product, i am afraid you need to overcome this shyness, have faith in your product You already know its a great product and have faith in it. So you need to invest a little faith in yourself also.
I understand this will be a difficult task for you, but you are the expert! You are the one who Created the product, and you are the only one who can sell this product with a passion.
To begin with put in a small advertisement in your local paper
to generate some interest.
Then make a professional poster and distribute them door to door.
You need to find your target market also? who you want to sell the product too? e.g old people you could take samples of your product to community centers, bingo halls or elderly homes for tea nights etc and see if anyone intersted.
if you are looking for a high class approach then, make a web site, ensure the packaging of ur product looks great and charge high prices for high quality. and wrapping and flavours of truffles to suit the seasons. valentines day etc.

Donate them to a charity event, and try to hook up with other events and offer your business cards. You got to beat the shiness, it might be stopping you from reaching your goal.

try contacting caterers and get them to try your products. invite potential clients to a tasting afternoon. you are the best person to sell your product but there are ways and training to get around your shyness. contact your local enterprise trust agency and see how they can help.
