how to separate ZnO and CuO using a base?

ZnO reacts with KOH, NaOH since it is amphoteric. CuO does not react.

Simple.

ZnO is amphoteric - both acidic and basic, and thus will react with a base (e.g NaOH),
while CuO doesn't, because it isn't.
