If memory serves, that honor goes to Bill Gates. It's interesting that he reached that position of eminence strictly through his own efforts. For many, many years the 'richest' position was held by the likes of the Rockefeller's, whose wealth was mostly inherited. But Gates began with nothing and through his own efforts, climbed to the top of the heap. Equally interesting is that he is so generous with his money in supporting world causes.
He's a real Horatio Alger story come to life.

President of the U.S. is the richest man on the world as he can spend double the amount of Bill Gate's fortune for any thing he likes i.e. sending troops to whatever.
