Science is a method, a very good one. Created by men, absolutely.
Now God could have created all the stuff about us and how it works but that is a totally separate argument.

I'd have to say men, because science is the process of learning and making discoveries in an orderly, methodical way. God already knew all the answers-- He made everything, including us all, and He knows everything that could potentially happen, so He is never surprised by anything-- so He doesn't need to learn anything
