Pseudo only mean single in some alternate universe. Pseudo-genes are often the result of gene duplication. Following duplication one of the two copies becomes non-functional, a psuedo-gene. It does not necessarily lack a promoter, so additon of a promoter does not cause it to become active. It is a false gene.

A gene without promoter. There is no transcription from the pseudo gene.It is vestigial gene but could be used when promoter is added upstream.

Pseudo doesn't mean single - it means 'false' so it is probably something that has similar action to a gene , without actually being one.
