Yes, the definition or a terrorist is..

One who utilizes the systematic use of violence and intimidation to achieve political objectives, while disguised as a civilian non-combatant. The use of a civilian disguise while on operations exempts the perpetrator from protection under the Geneva Conventions, and consequently if captured they are liable for prosecution as common criminals.

Not violence but intimidation - hackers get info on the subject and terrorise them in some way either by hacking their website, getting bank details etc. or taking control of their computer

There are hackers that are truly terrorists intend on bringing down large scale infrastructures then there are little pissants like Mitnick and his ilk that do it just for thrills.. Either way compromising computer systems is trespassing, it is no different then sneaking in the back door of someone's house or store.
I do systems management and security for a living, I create sticky pots that once these guys get into to the sticky pot they can't erase their presence, and I inform law enforcement who find them and put them in jail.. The FBI takes seriously hacking now. Seeing data being stolen and sold to bidders in Russia for X-rated spam, to stealing bankcards, is what we face. So yes, crime, terror, yes,

When I retire I intend to retire all computer connectivity to my house and family. I make sure all web accounts are closed. I know that the data theft will only get worse as systems evolve. Every person that reads this post today has a 1 in three chance of being the victim of computer crime. I'd say that is a terrifying scenario.

Terrorists don't blow out your computers; they blow YOU out. Hackers are cyber briminals who commit heinous crimes over the net through some other's system so as to escape from being traced out.
