Yes, but I do not think yahoo can just root out all of them Nigerian scammers because due to technicality of internet law.
Here's known fact.
1. Yahoo chat started to record ip address of each individual entering chat. However, there's no indication how they would apply and use those information.
2. Nigerian scammers usually use multiple ip address to elude locating their main location.(Proxy, etc.)
3. It's your judgment call.
Best thing you can do is just ignore all the Nigerian chatters counter any possilbe headache from Nigerian scammers, but of course you would be also restricting other Nigerians who has nothing to do with any scamming. Considering this as factor, it would cut down your chance of being scammed upto 90% by Nigerian scammer.(There are other factors: Virus, Phish mail, Phish sites, etc.)

i said this my first actual day 2 years in the past. i have even been to blame of violating the no chatting rule (no longer lately even with the actuality that). that's in simple terms the nature of the beast. I got a new computer and Email name and havent gotten in the chat rooms yet.I had too much trouble before when I was in them.I am having fun just answering and asking questions on here.No smart stuff here.Besides I can check my spelling before I send it .Too bad more people dont do that.Signed,Free little Lillie

They are everywhere are they are no longer solely Nigerians, other countries of low income have joined the bandwagon.
I don't think there is anything Yahoo! can possibly do about it really and it's quite frustrating.
