it can be a number of things. alignment, cupping on tire, bad wheel bearing. take it to a shop and describe the noise in as much detail as you can.

this sounds like your hearing road noise from your front tires.
the most common tire wear is from the "toe" being off, which is an alignment issue. This causes "feathering" on the outer edge of the tires.
and also you can get "cupping" on the inside edge of the tire from your shocks. Generally, you should replace your shocks every five years. The combination of the shocks and the toe cause premature tire wear and an awful ride and the noise you hear.
Having a front end alignment done when you buy new tires and having them rotated (every other oil change or 7,000 miles) is the best preventative maintenance you can do!

the pulsing sound can be a buldge in your tire or your strut/shock is out and needs to be replaced. If you have any dents or undercarrage damage, even a cracked window that breaks the trucks aerodynamics can cause a whistling sound, so check around your truck to make sure there is nothing loose-alex

Make sure the lug nuts are properly torqued, with a torque wrench. You may need to get the specs from a manual or auto parts store. I lost two wheels twenty years ago when some tried to do this with an impact wrench.
