At 4 months old they will get scared easily because they are just learning their surroundings. Little noises will startle them and big noises will freak them out! It is all normal and they will eventually out grow it!!

Around 4 months, babies get scared of things because they are just now figuring out that the world can be a very big scary place! Just reassure the baby when he/she gets scared and it will go away with time. Some children are still scared when they are older, but not anywhere that bad. And beware! Separation anxiety kicks in at about 6 months, so then he/ she will be afraid of new people and being left without you. This eventually subsides too. Have no fear, you have a baby, not a scaredy cat. Just give it some time.

All people are unique and have different personalieties. It can be seen already in babys behaviour. Ur baby might be sensitive or so on, if he/she is scared show some more care and affection then he/she will not be so affraid to discover the surrounding world, knowing that you are there for him/her.

Yes, your baby will grow out of startling easily. Babies who startle easily are still learning how to understand and react to their reflexes. It is completely natural and shows you that her/his brain is developing normally.
If your baby seems to startle at nothing, ask your pediatrician about it. It is your baby and it is your job to make sure she/he is healthy and happy. Your pediatrician will help you understand what your baby is going through. She will also be able to tell if there is something that needs to be investigated further.
My youngest daughter startled often and easily as a baby. She also cried and got upset a lot. Now, she is a very active, normal, fearless, and happy kid.
Basically, be there for your baby; your voice, your touch, and your smell are all familiar and help soothe her/him. If you take care of these basic needs, I wouldn't worry too much about startling. But if you find that you are worrying, trust yourself. Go talk to the pediatrician.
