I have a concrete pad that is approx. 10x10 that acts as a porch. that is at ground level. Directly underneath this concrete pad is a room in our basement. Water damage caused some of the drywalled ceiling to fall and all I see is 2x4's supporting this concrete pad. Am I crazy or is something not right?

If the pad was poured, which makes sense if 10' x 10', there must have been something of a "pan" which is supported by the 2' x 4's (size seems inadequate for floor joists) into which the semi-liquid mortar was poured. If the pad was poured at the time of initial contruction of the residence it had to pass inspection per local building code, so it would be theoretically sound. Call your building inspection dept to see if someone can come look at it to determine code compliance; however, not much chance of that since their job is to inspect current construction, for which fees are paid. Otherwise call an accredited home inspector to take a look and suggest corrective measures, if needed. In any event, deep clean the concrete (pressure wash if possible without damage to basement) and weatherproof the pad with high quality caulk or silicone sealant and concrete paint.

It sounds like you've got a cement ceiling. I'd suggest that you contact your local building inspector, and ask about it. If you have recently bought the house, you might have a legal come back from the seller. If you rent, then once you find out, have a talk with the landlord.

Technically, whenever pouring massive amounts of concrete you shoul insert rebar or somekind of mess so that it is supported evenly. Sounds like you have some sort of problem though
