How big is your oscar? How big is your tank? How many oscars are in the tank? Its probably ammonia burn, Oscars are very dirty fish. YOu have to clean the tank (but just the gravel, with a gravel siphon) and dont take out more than 30% of the water. Your fish may survive (but he'll look beat up) or he may die. It also could be parasites, is he rubbing himself up against the bottom of the tank....or on ornaments?

If you are doing the required, regular (weekly) partial (25-30%) water changes, you shouldn't have any problems with water related illnesses.

Regular water changes are the single most effective way to keep your fish healthy and happy.

You do have a heater in the tank, don't you?

I would suggest a bacterial infection caused by poor water quality. Change some water now and in three days. Reduce what you are feeding them and by some melafix to treat the tank.

these red spots are often the result of amonia burns and if the water is corrected they will go away,if not death will swiftly follow
