i want to know meaning of dis-centralization of authourity and how synonymous it is to the delegation of authourity in a federal system of government.

De-centralization.
If you are the Leader, and you give direct orders about how everything is to be done, even far from you, you have a "centralized" government.
When you delegate somebody to do part of your work, and send them to a distant location to act on your behalf, that is a kind of de-centralization. But you probably picked somebody who will do things the way you want them to, so in a way they are still getting their orders from the "center."
Another way to de-centralize is to let people in distant locations vote on their own leaders and make their own decisions. This way the "center" has less control over the distant location, and the government is even more de-centralized.
