is it one of those weird heaters that goes on at strange times when the electric is cheaper and then store heat for the next day? turn it on and wait till tomorrow it should start working by then

Sounds like a storage radiator that works on Economy 7 the cheap overnight electricity tariff.
Turn on, there should be an on/off switch. turn both knobs usually under a lid on the top, to the highest setting.
These set the output temperature and the level of charge.
Leave on, do not switch off unless the weather gets too warm. If it doesn't heat up then check with the electricity supplier that you are on Economy7.

Plug it in and switch it on, or if it is permanently wired it will need to be switched on overnight to charge this is called a storage heater and works off cheap rate electricity.
