I measure it from the from the top (where it meets the pubic base). Mine is 5.75 when measured this way, but it could be an even 6 if measured from below...

To be honest, it should always be from the top. there are 2 measurements... one when it's limp and one when it's hard. measure on the top from base to tip.
Any way that makes it come out to be the longest. Centimeters are good because it just sounds long when you say 15 cm. Or go with millimeters that will come out to 150 mm. Go Metric. And use a Metric rope tape to measure so that you can really get over all the bumps.
Also try to trim your hair first because that will give you better access to the base.

What difference should it make how long it is? I doubt that you could exhibit it at the county fair.
