The Franco regime seems to have taken a similar path ideologically whilst remaining neutral in WW2.
Overall, in historical terms, I would suggest that inherently Fascist ideology tends towards racism, even in those cultures which previously experienced little racism prior to the rise of a Fascist movement.

Many of the early fascists had a strong nationalist flavour. For instance, Mussolini wanted Italy to relive the glory days of Rome. This in itself is not necessarily racist. The main confusion came from the Nazis. Hitler's philosophy had racism at its core. The Nazi government was fascist, but with this added dimension of race war.

I never use the other word you have referred to, because I refuse to recognise it. Particularly, when it is so misused. No! Racism is at the very core of fascism, however the corollary is not so. I know a few racists who would deny that they are simply because they have no beef with the colour of skin, but perhaps don't like eastern Europeans, or people of a different religion, and even I wouldn't call them fascists.
