Typically babies need more sleep then your little guys getting but he might just be one of those crazy babies that don't/ I can give you some of the tips that have worked with my son over email ( it'll take to long here) if you want. The startle thing is normal. It should start to mellow out though pretty soon. Try not to be too quiet around him so he isn't use to things being so quiet and then BOOM it's loud... but yes babies stratle easily... It could be lots of reasons. Is the baby getting enough to eat? Stick to formula or breast milk. The baby is too young to introduce food still.
Is baby getting enough stimulation? Your baby is old enough for some play time. It may be telling you that it's not getting enough stimulation and isn't tired. It also could be an allergy that is causing pain or gas. How about a nice crisp fall walk outside in the stroller? I would try going tot he doctor and eliminate any allergy or gas issues.....TODDLER OR AFTER BIRTH:

You should ask the pediatrician, as always... but I can share my experience.
My son is now 11 months old and he went through weird phases every several months. His sleeping pattern has always changed.
He used to sleep through most of the night, but during the day take 5-10 minute cat naps here and there. It drove me crazy, but his overall eating and mood seemed fine, so I didn't worry.
Then he'd take two long naps during the day and have trouble at night to sleep. Sometimes bad days and good nights, other times good days and bad nights.... etc... you get the picture.
He'd hop back and forth between these and just now can I say he sleeps great in the day and at night.
I think as long as everything else about your child seems alright, you shouldn't worry too much. No fever, not eating, fussy, etc.. I think you're good, but as always - it'd be best to contact the pediatrician in case there could be something else going on.

The baby is not sleepy. The more sleep they get during the night the less they are going to sleep in the day. If your baby is sleeping all night long then they might not require more than an afternoon nap.

When you want your baby to nap try creating an environment that's conducive to sleep. Soft music, dim the lights, make sure that the baby is fed and changed and whatever calms the baby down. They need to sleep during the day and that will help them sleep better at night as well and be happier overall.

My son slept in 20 minute stretches throughout the day. It was murder, but I was so tired I learned to sleep then too and it helped. Eventually he started connecting the naps together until they were an hour long at a time. It's just the way your baby sleeps. Nothing really wrong except it's probably killing you.

My son was sleeping through the night at 2-1/2 weeks...I found that he was awake more during the day...just little cat naps here and there, and sometimes the odd 3 hour sleep. I figured it was a good trade off.

My son doesn't sleep much during the day either and I think it is fine as long as he sleeps well through the night. Every baby is different.

Many years ago when I had my second son he was born at 9:02 PM. I brought him home the next day and he did not sleep during the day. I called the Dr. and he told me that my baby had his days and nights mixed up. What he wanted me to do for just 1 day is keep him awake, tickle the bottom of his feet, tickle him, kiss him, anything to keep him awake for an entire day. I did this and it worked. This is what I suggest for you and you will see a difference. Good Luck !!!!

I don't know.
I would need more info in order to attempt to help you out. Is it too noisy?? Is she uncomfortable?? Did you talk to the doctor??
I can't imagine a 4 month old baby staying up all day-- are you exaggerating??
also, the baby is getting older-- so you can't expect him/her to sleep as much as a newborn baby
