a scarecrow to start with will only scare off any thing that is shy or scared of human presance, once they are wise to it then it stops been a deterant.

Generally scarecrows scare most birds except crows! Over time, if it doesn't do anything but stand there - it won't even do that.
However if it is made with attachments that constantly move (bits of plastic, streamers, bits of aluminium foil) it has a better chance of being effective on all birds, even crows, for longer. Even better still, if you can find something that makes a noise like when you blow over the top of a bottle, as well as the dangly bits, it's effect will almost be permanent.

No a Scarecrow does not scare only crows, it can scare any bird but only if the wind is helping it.
