There are several ways. One of course is to read as much as possible. You can check words that you don't know but limit it to three words per page. Any more and you'll get exhausted AND bored. It's important to make the reading experience enjoyable.
Another very effective way is to learn words by association. Let me give you an example. Let's say you just found a new word 'answer'. You would write that word on a piece of paper and than try to think of other words associated with it, for example, 'question', question mark' , etc. By associating every new word with words you already know, you add the new word to your active vocabulary. Good luck.

Read. Take a highlighter on the reading journey. Seek out new words and cherish them as lifelong friends. Use the words in conversation whenever you can. But reading is the only real way to boost the vocabulary, so have at it!

Reading is the very best way to understand new words in the right context. Read the dictionary too and look for interesting words. Try buying a calendar which gives you a new word each day for you to try to use that day.

Everybody's answers are great. And I really don't think there is a best way, just a combination of ways. Another one is to pick a word out of the dictionary and learn its meaning and spelling and try to put it into a sentence. I play this as a game with friends and family. "Word for the day" we call it. It is fun. It keeps you going.

Read a wide diversity of materials -- magazines like Time and Newsweek, daily newspapers, Reader's Digest, and look up words in the dictionary that you're not sure of.

Also, when you find new words, use them.
