Legal question regarding child sex/crime:?

Can Foley be charged with being a pedophile since the age of consent in DC is 16? Obviously, he should lose his job and he has, but what would be the criminal repurcussions?

I think more along the lines of attempted coercion, and inappropriate conduct on a subordinate, and behavior unbecoming of an elected official would be good starts

The crime is most likely in Sexual content in IM's a law Foley sponsored.
