Aint gonna happen. The regular places will not do it even for an extra fee. My friend needed a rental while her truck was being fixed and nobody would rent to her at all. It wasnt even an option for someone over 21 to put it in their name and add her as a driver.

Just pay the fee at the normal rental places. The others that rent to under 21'ers probably charge you the same in the end and their car selection stinks

In Miami, Dollar and Budget rent cars to drivers between 21-25 yrs. old. I don't knwo of any that rent to people under 21 since you have to be 25 to rent a car.

There are several that rent to -21. They will limit the available cars to the lowest end, and slowest, models.
