The type of email that you are talking about is a scam. Personally, I get several of them a week. It's very annoying. What you need to do when you get one of these emails is ignore and delete it. NEVER reply to it ,or any other spam that you may get, because it will only confirm to the sender that your email address really exists and cause you to get even more spam. Remember, if it sounds too good to be true then it probably is.

If they are telling you to send money just to receive money...
Then it's a scam... be it legal fees, administrative cost yadda yadda...
If it's too good to be true.. It probably is...
Google it online... these scams are not rare anymore...
If it's REALLY true, then tell them to take it off the prize money then...

Never ever send money to these guys. tell them to deduct whatever money is payable by them and send rest by Demand Draft. It is big scandal and is illegal to the best of my knowledge. Otherwise every day you will become millionaire and lose the millions earned the next day. Simply say F.O. to these guys

In the first place, you should not give them any money if you won a lottery. They should give you only the notification with the address where to pick up your price.

SEND NO MONEY!!! Your being scammed!! Call or E-mail the Better Business Beauro (SP?) with the name of the "alleged lotto" and they will tell you.

Most of this so said on line lotteries are fraud. If they want money before the prize, it may 99% fraud.

If you are in the US, forward the email to spam@uce.gov
I get emails from people telling me they will send me millions all the time for some reason and I looked it up on snopes.com and thats where I learned to send them to that address.
